Most operations answer them with a count that is already a few days old, last month's order, and a fair amount of memory. That holds up until it doesn't. The sheet says forty and there are thirty-one.
Nobody did anything wrong. Breakage, spoilage and miscounts never show up in a sales report, so the paper number drifts away from the real one quietly. You find out at the next count, as a shortfall nobody can account for.

Buy fixed quantities on a fixed delivery schedule and you can end up overstocked before anyone forecasts anything. That is arithmetic, not bad judgement. We work out what you are actually going to need, and put the order together so you are approving it rather than assembling it.

A staffing schedule built by hand takes hours a week, every week, forever. It is the same underlying system pointed at a different part of the operation, and it is what we are building after ordering. We would rather tell you that than imply it already exists.
